I'm setting up a windows-based computer server for my dad.  He wants a server that will run windows as that's all he knows (to be fair, I can barely get around linux or macs myself).  He wants it to be a web and ftp server for his house so speed is not an issue.

Anyone know of any good suggestions?  I'd use an old computer but he has the bucks to buy a small computer specialized for this purpose-he really wants a low form factor.

I've been looking into mini-itx motherboards but I don't feel like buying the components myself.  I'd rather get a pre-assembled system.  I've yet to find a company that makes mini-itx systems.

Mini-ITX sytems are really easy to build and will be really small. If you don't want to build, then just find the smallest system to can find. The more powerfull the CPU, the better for Web and FTP serving. OS: I'd go Win2k or XP and use IIS (for your web server) cause it come they come with it. then I use serve-u ftp server. it's easy and fairly configurable.
