from the sounds of things the chip is not turned on. plug in the power on the chip (it's actually a ground but whatever) and see if it boots up ok.

the wire labeled D0 is the wire that absolutely must be connected in order for the mod chip to work
my xbox version is 1.6b.
mod chip not turning on is usually a symptom of a bad D0 connection. On the 1.6 it actually uses something other than D0, but naming aside the purpose is the same.
