Wow thats awesome news! (if its true) does anyone have it, or know someone that has it?

if so how is the 360 to develop for? is it as easy as Xbox 1 was?

No, I don't think it was "released."  However, it is supposeldy quite easy to deveolp for since it is basically just like programming a computer game (I forget what it is programmed using, but MS was touting it as simple and easy a while back, they also use it on PCs).

It is most likely C/C++, I dont know if they allowed C# or not.

Only time will tell, and the XDK enables the IDE to compile the executables that are able to be read from the xbox, so saying it is like developing a computer game is off-base.

ive read that the the new xbox 360 sdk is all going to be included in MSs XNA development platform. XNA  does of coarse support the use of all managed languages, including c#. i have no clue if it was released yet or not, but i do know that the new directx sdk has XNA written on it so perhaps parts are released. i havent really been keeping up on that sorta stuff lately.
