If you have a mac, flip4mac's WMV QuickTime component will let you do it, though it complained last time I tried about varying audio sample rates in the source file (audio in the QT HD clips is 5.1 AAC)... I disabled audio and it encoded the video to wmv hd fine, which in turn played back beautifully on the 360.

You can get the trial component, which lets you playback wmv files in QT as well as encode (you only get to export half the movie with the trial component though).

If you guys are still interested, check out a program called Canopus encoder 2. I just encoded a quicktime HD file to WMV HD and it worked and looked great. FINALLY I found something.
