Any Way To Use Picasa Data In Xbmc For Photos?

Not unless you are willing to write the code to do so.

Some of the "simple" effects such as crop and rotate are probably where I'd start if I were doing it.

Well, you've heard from them.  IIRC it uses a plain text file to store the info (picasa.ini or something).  Go out and do it now wink.gif
