Its is in fact a common problem with some XT chips. The cause is problems with the CPLD code. this gives the exact symptoms you describe.
Some people have reported better results reflashing the chip with the M8.16 bios as opposed to M8+.16 or vice versa. In reality I have not seen an improvement doing this and the cure is to get a different chip and use the dodgy XT in an earlier version, in which it will work fine.
